Health Secy Asks Collectors to Submit Final List of Health Facilities for First Phase of 5T Transformation

Bhubaneswar: Commissioner-cum-Secretary of Health and Family Welfare Department Shalini Pandit has asked the Collectors to submit final list of health facilities for the first phase of 5T transformation.

In a letter to Collector, Pandit asked them to submit final list of selected health facilities (one per Assembly Constituency) within the next 5 days to the Mission Director, National Health Mission.

It has been in-principle decided by the Government that health facilities will be selected for the first phase of 5T transformation in the year 2023 (January to October). All district headquarter hospitals, Rourkela Government Hospital & Capital Hospital, Bhubaneswar will be covered under 5T transformation, she said.

Each Assembly Constituency will have one health facility identified for 5T transformation. In the Assembly constituencies where DHHs, Rourkela Govt Hospital or Capital Hospital are not located, selection of health facilities in those constituencies will be First Referral Units (FRUs) located in the Assembly Constituency will be given priority for transformation. However, where the civil structure of FRU requires major repair and is not in a fit condition to undertake transformation in 2023, an alternate health facility in (SDH or CHC) may be selected for that Assembly Constituency.

Where no FRU is available in the Assembly Constituency, preference will be given to the highest case load health facility in the Assembly Constituency (SDH/CHC) for the 5T transformation, the Health Secretary said.

Buildings that require very high expenditure on civil works should not be undertaken for 5T transformation in the first phase, to the extent possible. Health facilities that do not have robust patient footfall should not be undertaken for the 5T transformation, to the extent possible, she added.
