The Government of Odisha is aspiring to achieve Universal Health Coverage (UHC) for all its citizens by ensuring access to assured quality health care services without facing any financial hardships through providing comprehensive primary health care with the continuum of care linked to secondary and tertiary level healthcare and access to safe, effective, quality and affordable essential drugs and diagnostic services.

Due to effective political and administrative will, massive health sector reforms measures, increased healthcare financing under State budget and enabling healthcare investment policy. The State of Odisha has made significant improvements in the health sector during the last one decade. Odisha has recorded a quantum leap with the highest points decline in IMR in the Country from 75 in 2005 to 36 in 2020 (Sample Registration System). Odisha has been ranked 1st among the States with 90.5 % in full immunization coverage as per National Family Health Survey (NFHS-5). Likewise, Odisha’s model (DAMaN) resulted in the sharpest decline 94% in Malaria cases in the country and has been acknowledged globally by World Health Organization (WHO).

The State has also achieved the SDG Goal in population stabilisation measures by reducing the total fertility rate to 1.8. Odisha stood 2nd position in TB control activities in the National ranking. State has established 7 new Medical Colleges & two new PGIs in past 6 years and 4 more Medical College & Hospitals are in the pipe line.

Biju Swasthya Kalyan Yojana(BSKY) has been launched as a path breaking programme to provide universal health coverage, with emphasis on the health protection of economically vulnerable families and special protection for women. More than 96.5 lakhs families covered under this scheme are entitled for cashless healthcare assistance in empanelled private hospitals up to Rs. 5 lakhs per family per year and additional Rs. 5 lakhs for the woman members of the families.
