Bhubaneswar: On the wake of Odisha Government’s innovative initiative “Mo Sarkar”, scheduled to be launched on October 2, Odisha Chief Minister Naveen Patnaik talked to various Inspectors in Charge (IIC) through video conference here today.
Mo Sarkar is a significant step towards strengthening the police-public relation in Odisha.
The Government has also decided to reward cops having people-friendly approach, said Chief Minister.
Mo sarkar is first of its kind in the entire country. It is an important transformative initiative of the 5-T programme, Naveen said.
He said, “The hall mark of good governance is citizen satisfaction. You will all agree that there is huge scope for improvement in this. Thousands of people visit various police Stations every day”.
Do we know how they are treated in the Police Stations?Do we have a system by which we take feedback from the complainant as to how professionally his complaints were dealt with?, the CM asked.
As of now, we don’t, he said.
“If a citizen is dissatisfied with the response at the outpost level, he comes to the Police Station, if he is still not satisfied he comes to the Sub-Divisional or District Police. WeWe want a transformation in this”, he stressed.
“Under Mo Sarkar, the citizen will not chase us -We will follow up with the complainant as to how he was treated at the Police Station and how his complaint was dealt with”,the CM further said.
Under Mo Sarkar the Phone number of every petitioner visiting the Police Station will be recorded and available to everyone in the system — starting from the Chief Minister to the Superintendent of Police.
“Starting from 2nd October—Gandhi Jayanti I will personally make ten phone calls everyday. Based on the feed back there will be immediate action appreciating those who are doing good work and initiating action against those who are not”, Naveen said.
“All our officers and Police Stations exist for the citizens. He said, “We run our administration on Tax Payers money. We draw our salary from the citizens. It is our utmost duty to treat citizens with dignity, whenever they visit police stations, deal with their complaints in a professional, ethical and humane manner. ThisThis is the transformation we seek to achieve through Mo Sarkar”.

“When the World appreciates Odisha for professional policing during Hockey World Cup … When a million strong crowd is handled every year in Rath Yatra. I am sure Odisha Police will set new standards of policing through Mo Sarkar — keeping the citizen as our focus”, the CM added.
Meanwhile sources said, “A system of rewards and punishments shall be in place for encouraging police personnel in achieving the aims and objectives of ‘Mo Sarkar’ initiative of the Government. Those who perform well in terms of manners, etiquettes, behavior and response to citizens will be suitably rewarded”, sources added.
Meanwhile, a state-level call centre has been established by Odisha Police at the State Crime Records Bureau (SCRB), Bhubaneswar, the nodal agency for implementing the ‘Mo Sarkar’ initiative.
Similarly, district call centers have also been established in all the districts which function under the direct supervision of Superintendents of Police, official sources said.
