Bhubaneswar: Chief Minister Naveen Patnaik is on a mission mode – A mission to transform Odisha, to bring a paradigm shift in service delivery. Speaking at the senior officers meeting held in the state secretariat, Naveen has urged for a shift to total Citizen Centric delivery of services.
Speaking to the officials, he said that “A Government wins the trust of the people by doing good work. A Government repeatedly enjoys the trust of people by sustained good works. I congratulate all of you for being part of the team doing good work for the State.” He also said that, we have now reached a certain stage in development and governance from where we should take a leap to the next level. People’s aspirations motivate us to provide effective services.
Making clear his intentions, the Chief Minister depicted a larger picture of the priorities of the government and urged the officials to focus on employment and value addition on a big scale comparable to the best in the world like in Australia, South Korea or Singapore. And for this, there is a need for bold industrialization, world class infrastructure, MSME clusters and Start Up Hubs.
He urged upon the officials to make the state policies the best in the country in every sector in which there is a potential. If the best State in the country is providing X, Let us do X PLU along with conducive micro climate.
Naveen said “As regards services, Government will make a paradigm shift….more and more towards self certification….we will trust the goodness of people than the integrity of our process.” He said “I want 5 Ts to be implemented in letter and spirit….Technology, Teamwork, Transparency and TIME leading to Transformation. I want all of you to identify services and processes where in the first phase you want to implement 5 Ts. Preferably, wherever there is citizen interface.”
The Chief Minister’s meeting with the senior officials of the state was held on Saturday for the first time after he became the Chief Minister for the Fifth term. In the meeting, Naveen Directs the officers to implement the 5Ts in true letter and spirit.
The Chief Minister mainly stressed upon the delivery of services to the citizens. He called for a paradigm shift in the process and directed the officials to identify the services and processes where the Five Ts can be implemented in the first phase. The preference should be on citizen interface. The CM said “As regards services, the Government will make a paradigm shift….more and more towards self certification….we will trust the goodness of people than the integrity of our process. I want all of you to identify services and processes where in the first phase you want to implement 5 Ts. Preferably, wherever there is citizen interface.” And the progress and implementation of the Five Ts will be monitored directly from the Chief Minister’s Office.
Naveen also said that the Chief Minister’s Office would directly monitor the implementation of the five Ts in various departments. “The hallmark of good governance is citizen satisfaction and frankly you will all agree that there is huge scope for improvement.”
Giving examples of the Health, Transport, Urban Bodies, Housing and the Revenue, Naveen said that all these offices exist for the citizens and run with their money. Hence, the officials should look at the services from the common man’s perspective. And there should be totally citizen centric governance.
Talking on accountability in giving citizen centric services and governance, the Chief Minister said “I write your Performance Appraisal Reports. People write my Performance Appraisal Report. I want a link between these two. Both of us have to be accountable.”
