Odisha Fin Min Presents Rs 8,126 Crore Supplementary Budget in Assembly

Bhubaneswar: Odisha Finance Minister Niranjan Pujari today presented a Supplementary Budget of Rs 8,126.32 crore for the current year, 2019-20, in the State Assembly.

According to the budget, while Rs 7432.8 crore has been allocated under Programme Expenditure, Rs 267.23 crore allocated for Administrative Expenditure. Besides, Rs 6.52 crore has been allocated for Disaster Response Fund and another Rs 419.78 crore allocated under ‘Transfers from State’.

“The Supplementary provision of Rs 8,126.32 crore will be financed by tied-up resources to the tune of Rs 2,981.88 crore, higher receipt of non tax revenue  Rs 1,000 crore, that includes  Rs 500 crore mines revenue and surrender of provision in grants and appropriations to the extent of Rs 4,4144.50 crore,” said Finance Secretary Ashok Kumar Meena.

The government allocated Rs 527.40 crore for farmers’ welfare and food security which includes Rs 190 crore for insurance premieum under the Pradhan Mantri Fasal Bima Yojana and Rs 185.28 crore for distribution of Rs 1-a-kg rice.

While Rs 501.56 crore has been allocated for social security measures, Rs 459 crore allocated for public health care and Rs 190.90 crore for empowering women and children. Besides, Rs 1073.03 crore has been allocated for education, sports and skill development sector, Rs 948.55 crore for rural development, Rs 416.83 crore for urban development and Rs 2,623.35 crore set for infrastructure and industry sectors taken together.
Under the infrastructure head, Rs 730 crore has been allocated towards land acquisition for Augmentation of Basic Amenities and Development of Heritage and Architecture (ABADHA) at Puri.

Finance secretary said that the State’s revenue collection is going on in a right direction and 42 per cent of plan expenditure has been achieved by October.
Responding to a question, he said the total loan burden of the State was Rs 83,307 crore by September 30, 2019.

“As per norms, a State can borrow to 25 per cent of the State Gross Domestic Product. The State’s borrowing of Rs 83,307 crore amounts to only 15.4 per cent of the SGDP,” said Meena.
