Bhubaneswar: In line with the 5T initiatives of the Chief Minister Naveen Patnaik-led Odisha Government to ensure better service delivery to the people and eliminate delays in getting DL and RC, the Commerce and Transport Department has decided to dispense with issue of physical card and paper document for DL & RC from January 1, 2022.
A portal is being developed by the Department for the public wherein PDF copy of these documents can be downloaded by the citizen at his/her convenience.
This system is aimed at reducing both time and cost for citizens and give the convenience of generating a copy of the document, instantaneously from January 1st, 2022, without the need to visit the office of the RTO or waiting to receive the same by post.
The Department has decided to dispense with the issue of smart card and paper based RC. DL & other vehicle related documents with effect from 1st January. 2022 and the documents will be issued through Digitally Signed Certificate or through e-Signature as specified under the provisions of Information Technology Act. 2000(21 of 2000), an official notification issued by the Department said.
Notably, the Commerce and Transport (Transport) Department had made Concession Agreement with Smart Chip Limited, New Delhi in 2006 for issue of Smart Card based Driving Licenses. Registration Certificates. paper based documents for Learners License, Driving License. Registration Certificate. Trade Certificate, Fitness Certificate & Permit and other services as per the Agreement.
The Concession period which has been granted upto 28th July 2021 has expired. The agreement will be terminated with effect from December 31, 2021, the Department said.
