- Travel allowed between 7 AM to 7PM.
Berhampur: As the Odisha Government has extended the lockdown for a further period of two weeks with effect from May 4 to May 17, the Berhampur Municipal Corporation (BeMC) has issued fresh guidelines for this phase of lockdown.
In an official order, BeMC Commissioner Chakravarti Singh Rathore has elaborated the list of activities to be allowed and restricted in Berhampur during the third phase of COVID-19 lockdown.
Prohibited Activities
1. Inter-State and Inter-District Buses for public transport, except where permitted by the competent authority.
2. Inter-State movement of individuals except for medical reasons or for activities as permitted by the competent authority.
3. All schools, colleges, educational/ training/ coaching institutions, etc. However, online/ distance learning shall be Permitted.
4. Hospitality services other than those used for housing health/ police/government officials/healthcare workers, stranded persons including tourists and quarantine facilities.
5. All cinema halls, gymnasiums, sports complexes, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls and similar places.
6. All social/ political/ sports/ entertainment/ academic/ cultural/ religious functions/ other gatherings.
7. All religious places/ places of worship shall be closed to the public. Religious congregations in any number are strictly prohibited.
Permitted Activities
l. All shops catering to essential items like, food, groceries, hygiene products and toiletries, meat and fish animal feed and fodder, dairy and milk booths, seeds, fertilizers and pesticide including their warehousing and transportation.
2. All shops selling non-essential items and which are not in the list of prohibited activities.
3. In addition, the following shops/service providers are permitted to function, notwithstanding anything in any previous order on the subject but subject to the conditions as noted below.
A. Jewellery shops and attached jewellery workshops using only locally resident workers.
B. Cloth shops with maximum 05 customers at a time.
C. Electronics and home appliance shops including mobile, T.V, Computer etc. withmaximum 05 customers at a time.
D. Bakery, Sweet shop, Juice, fast food, tiffin are allowed to give parcel only, with half shutter down so as to restrict the entry in the shop. It is the duty of the shop owners to ensure social distancing between customers waiting for parcel.
E. Restaurants are allowed home delivery only. They are allowed to operate till 10.30 PM.
F. Single brand and multi brand showrooms, market complexes and malls are allowed to open. It is the duty of the Market Association to ensure social distancing.
G. Barber shops and salons with complete sanitization and hygiene and use of surgical masks and gloves by all employees and mask must by customers.
H. Street vendors are allowed to sell the items with condition of take away only.
III. CONDITION
l. All shops, whether whole sale or retail, are allowed to function between 07.00 AM to 07.00 PM.
2. All shops and establishments must ensure social distancing and use of mask by staff failing which penal action will be taken against them.
3. Private offices are allowed to function with 50% staff strength and the remaining workers are expected to work from home.
4. All non-essential travel is only allowed between 07.00 AM to 07.00 PM beyond which it is strictly prohibited.
5. Persons above 65 years of age, persons with comorbidities, pregnant women children below the age of l0 years, shall stay at home except for meeting, essential requirements and for health purposes, as per national Directives.
6. No mask no sale policy should be followed.
7. Persons engaged in home delivery should compulsory wear gloves and mask.
8. There is no time restriction for medical shops, hospitals and clinics.
Any person, violating these lockdown measures and the National Directives for COVID-19, management will be liable for prosecution as per the provisions of section 5l to 60 of the Disaster Management Act., 2005, besides legal action under Section 188 of the IPC, the Epidemic Diseases Act, 1897 and other legal provisions as applicable, the order said.
