Bhubaneswar: The Odisha Government has decided to spend Rs 313.61 crore in the next five years from 2023-24 to 2027-28 for the implementation of the State sector scheme — Support to Farmer Producer Organisations (FPOs).
The State Cabinet chaired by Chief Minister Naveen Patnaik on Sunday approved a proposal in this regard.
The proposed new scheme “Support to Farmer Producer Organizations (FPOs)” aims to build a supportive ecosystem for promotion of FPOs in the state of Odisha and will bring 1000 FPOs under its ambit over 5 years from 2023-24 to 2027-28.
Around 3,00,000 (3 lakh) farmers in the state will be benefited in terms of aggregation of farm produce, value addition, better market access, access to price information and technology and credit linkages with support of the scheme.
The scheme objectively aims at providing an incremental income of Rs 2000 per month per farmer member of FPOs to be assisted under the scheme.
The proposed scheme will effectuate interventions like Promotional Campaign of FPOs, Operational and handholding support, Capacity building and industry exposure, access to finance, Marketing Support and export linkage, Management and Governance support to attract/retain professionals for FPO management, establish center of excellence for FPOs, Single windows system for FPOs, facilitation of education and research on FPOs, Performance-linked incentives to CBBOs / Producer Organzations Promoting Institutions (POPIs) and allocation of land on need basis to encourage value addition and processing amongst other to achbieve the end objective of incremental income of Rs 2000 per month per farmer member.
The proposed budgetary allocation for the scheme is Rs. 313.61 crore and the scheme will be implemented for five years from 2023-24 to 2027-28.
State level committee (SLC) under the chairmanship of Principal Secretary, Department of Agriculture and Farmers’ empowerment will monitor the implementation of the scheme in every quarter and the Project Management Unit (PMU) under the Directorate of Horticulture will take the responsibility of implementation of the scheme in accordance with the Annual Action Plan.
The scheme will help farmers obtain remunerative prices of their produces with an additional incremental income at the end of the first implementation year of the scheme, informed Chief Secretary Pradeep Kumar Jena.
