CM Majhi Presents Rs 12,156 Cr Supplementary Budget in Assembly

Bhubaneswar: Chief Minister Mohan Charan Majhi, who also holds the Finance portfolio, on Tuesday presented the Supplementary Budget worth Rs 12,156 crore for 2024-25 in the Odisha Legislative Assembly.

Keeping in view the needs & expectations of the people in a welfare State, the Supplementary Budget is aimed at fulfilling the requirement of funds for public welfare and developmental activities in the State mainly through reallocation of available resources and receipt of tied-up resources from various sources, according to a press release issued by the CMO.

What’s New in the Supplementary Budget, 2024-25:

➢ Rs.125 crore for organisation of Pravasi Bharatiya Divas in Bhubaneswar.

➢ Rs.92 crore for Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA).

➢ Rs.142 crore for Constituency Wise Allocation under Minimum Needs Programme.

➢ Rs.299 crore for Deployment of CAPF in the State.

➢ Rs.51 crore for Installation of CCTV Surveillance System in police stations and outposts.

➢ Rs.130 crore for Establishment of Centre of Excellence in 22 it is in collaboration with Tata Technologies Ltd.

➢ Rs.26 crore for facility development of Srimandira Parikrama.

➢ Rs.5 crore for Ratnabhandara of Lord Sri Jagannath Temple.

➢ Rs.60 crore for modernisation and extension of Fire Services.

Provision for Administrative Expenditure:

Total outlay for the Administrative Expenditure is Rs. 1,685 crore.

➢ Rs.15 crore is provided towards conduct of various recruitment examinations.

➢ Rs.13 crore is provided for maintenance of Non-residential Buildings under GA&PG Dept.

➢ Rs.15 crore is provided towards Grants for Kotha Bhoga Dana Yojana.

➢ Rs.12 crore is provided towards Grants For compensation to Daitapatis due to non-climbing of chariots by pilgrims.

➢ Rs.5 crore is provided towards grants for payment of remuneration to the staff of Temple Administration.

➢ Rs.6 crore is provided for construction of building of Odisha Legislative Assembly.

➢ Rs.20 crore is provided towards remuneration of Guest Faculty in Secondary Schools of the state.

➢ Rs.13 crore is provided as Grants to Board of Secondary Education, Odisha

➢ Rs.15 crore is provided towards medicine under Employees State Insurance Scheme.

➢ Rs.20 crore is provided towards Grants to Odisha Lift Irrigation Corporation (OLIC).

➢ Rs.37 crore is provided towards Grants for Government General Colleges & Rs.17 crore is provided towards Grants for Government Training Colleges, under Higher Education Department.

➢ Rs.27 crore is provided towards Grants for Universities under Higher Education

Department, out of which Rs.5 crore for Berhampur University, Rs.13 crore for Utkal University and Rs.9 crore for Ravenshaw University.

Disaster Risk Mitigation:

➢ Total of Rs. 120 crore is provided towards Disaster Risk Mitigation in the

Supplementary Statement of Expenditure, 2024-25 for modernisation and extension of Fire Services.

Transfers from State:

➢ Total of Rs. 196 crore is provided towards Transfer to PRIs as per SFC Award in the Supplementary Statement of Expenditure, 2024-25.

8. Provisions for Programme Expenditure and Priority Sectors:

Farmers’ welfare & food security:

➢ Rs.59 crore is provisioned for Food Storage & Warehousing under Procurement Operation Support Scheme.

➢ Rs.6 crore is provisioned for Village wise plot level analysis of Paddy Crop growing areas for Kharif.

➢ Rs.91 crore is provisioned for White Revolution – Rashtriya Pashudhan Vikash Yojana

➢ Rs.10 crore is provisioned for Warehousing Infrastructure Fund.

➢ Rs.80 crore is provisioned for Revival & Renovation of defunct Lift Irrigation Projects through OLIC.

➢ Rs.130 crore is provisioned for sustainable Harnessing of ground water in water deficit areas.

➢ Rs.66 crore is provided for Flood Control & Drainage.

Social Security:

➢ Rs.338 crore is provided under Madhubabu Pension Yojana

➢ Rs.16 crore is provided for welfare of Handicapped.

➢ Rs.10 crore is provided for incentive for marriage between PWDs and Normal person.

➢ Rs.16 crore is provided for Widow Pension Scheme.

Health Care

➢ Rs. 644 crore is provided for Gopabandhu Jana Arogya Yojana.

➢ Rs. 5 crore is provided for Medical College & Hospital.

➢ Rs. 10 crore is provided for Health awareness related Information, Education and Communication.

➢ Rs.20 crore is provided for National Mission on AYUSH including Mission on Medicinal Plants.

➢ Rs.1056 crore is provided towards state share National Health Mission (NHM)

➢ Rs.22 crore is provided for procurement of Drugs.

Empowering Women and Children

➢ Rs.1196 crore is provided for SUBHADRA Yojana.

➢ Rs.24 crore is provided for State support to ICDS.

➢ Rs.25 crore is provided for Mission Shakti Samarthya and Rs.5 crore is provided for Mission Shakti Sambala.

E. ST & SC Development

➢ Rs.92 crore is provided for Centrally Sponsored Scheme Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA)

➢ Rs.112 crore is provided for Pre-matric Scholarship and Rs.120 crore is provided for Post-matric Scholarship under Mukhyamantri Medhabi Chatra Protsahan Yojana.

➢ Rs.15 crore is provided for OBC & Minorities students under Mukhyamantri Medhabi Chatra Protsahan Yojana.

➢ Rs.87 crore is provided for Special Educational Support for development of SCs & STs.

Education, Sports and Skill Development

➢ Rs.50 crore is provided for Godabisha Mishra Adarsha Prathamika Vidyalaya.

➢ Rs.30 crore is provided for Reimbursement of per child expenditure in favour of unaided Schools under RTE Act.

➢ Rs.502 crore is provided for State Support for Samagra Shiksha.

➢ Rs.100 crore is provided for Odisha Adarsha Vidyalaya and Rs.123 crore is provided for PM-SHRI.

➢ Rs.7 crore is provided for New India Literacy Programme.

➢ Rs.39 crore is provided for Mukhyamantri Medhabi Chatra Protsahan Yojana under Higher Education Department.

➢ Rs.60 crore is provided for Infrastructure Development of Universities and Colleges and Rs.132 crore is provided for GIA Non-Government Colleges.

➢ Rs.130 crore is provided for establishment of Centre of Excellence in 22 ITIs in joint collaboration with Tata Technologies Limited.

➢ Rs.10 crore is provided for Odisha Skill Development Authority and Rs.61 crore is provided for Odisha Skill Development Project Assisted by ADB.

➢ Rs.35 crore is provided for infrastructure Development of ITIs.

Forest & Environment

➢ Rs.120 crore is provided for Compensatory Afforestation Fund

➢ Rs.10 crore is provided for Regional Plant Resources Centre and Biodiversity Board

➢ Rs.10 crore is provided for Green Mahanadi Mission and Rs.40 crore is provided for increasing the Green Cover in the State.

➢ Rs.20 crore is provided for Development of Eco-Tourism and Rs.23 crore is provided for Green Climate Fund Project.

➢ Rs.9 crore is provided for Project Tiger, Rs.5 crore is provided for Management of Elephant Corridor and Rs.10 crore is provided for Wildlife protection and conservation measure.

Rural Infrastructure

➢ Rs.270 crore is provided for Pradhan Mantri Gram Sadak Yojana (PMGSY).

➢ Rs.142 crore is provided for constituency wise allocation under Minimum Needs Programme.

➢ Rs.100 crore is provided for Antyodaya Gruha Yojana.

I. Urban Development

➢ Rs.148 crore is provided for Urban Sewerage Scheme and Rs.220 crore is provided for Water Supply in Urban Areas.

➢ Rs.52 crore is provided for Buxi Jagabandhu Assured Water Supply to Habitations (BASUDHA).

➢ Rs.350 crore is provided for Urban Transformation Initiative (UNNATI) and Rs.150 crore is provided for Solid Waste Management.

➢ Rs.592 crore is provided for Swachha Bharat Abhiyan.

Industries

➢ Rs.40 crore is provided for Industrial Infrastructure Development Fund (IIDF).

➢ Rs.50 crore is provided for Land Bank Scheme.

➢ Rs.25 crore is provided for SIDBI Cluster Developement Fund (SCDF)

Infrastructure

➢ Rs.1750 crore is provided for Scheme for Special Central Assistance to States for Capital Expenditure.

➢ Rs.10 crore is provided for construction of Aerodromes to boost Civil Aviation.

➢ Rs.100 crore is provided for Odisha Akshaya Shakti Bikash Yojana and Rs.50 crore is provided for Mukhya Mantri Shakti Bikash Yojana.

➢ Rs.300 crore is provided for Loans to PSUs under Energy Department.

➢ Rs.210 crore is provided for Development of IT Parks & Towers.

➢ Rs.31 crore is provided for establishment of International Institute of Information Technology.

➢ Rs.90 crore is provided for State Road Fund and Rs.90 crore is provided for Works executed from Central Road Fund

Promotion of Culture and Tourism

➢ Rs.31 crore is provided for Grants to Lord Sri Jagannath Temple.

➢ Rs.48 crore is provided towards Mukhyamantri Kalakara Sahayata Yojana

➢ Rs.99 crore is provided for the Directorate of Culture.

➢ Rs.30 crore is provided for establishment of Kalamandal.

➢ Rs.12 crore is provided for State Museum and Research.

➢ Rs.11 crore is provided for Promotion of Handloom Industries.

➢ Rs.50 crore is provided for Tourist Information and Publicity.
