Cuttack: The State Transport Authority (STA) has informed the High Court of Orissa that booking slots for the High Security Registration Plate (HSRP) have been increased to 25,000 per day.
The slots are available even for the month of November now.
The STA, in an affidavit submitted to the High Court, said that various steps has been taken by the department for increasing the availability of slots and fitment of HSRP on old vehicles. The OEMs were instructed to enhance their slot capacity so that the vehicle owners can get slots easily to affix HSRP within short span of time.
All the OEMs (vehicle manufacturers) through their authorized HSRP vendors have enhanced the slots and now slots are available for all the applicants for booking of HSRP. The Chief Executive Officer, Odisha Computer Application Centre (OCAC) & the Secretary, Electronics and Information Technology Department were requested to provide HSRP Online booking facility to vehicle owners at all Mo Seva Kendras of the State.
Facility for online booking of the HSRP are now provided to vehicle owners at all Mo Seva Kendras across the State including the areas where internet facility is inadequate.
All OEMs were instructed to open HSRP facilitation counter at all RTO & ARTO offices (38 offices) to provide HSRP booking facility to vehicle owners at RTO offices. The RTOs were instructed to provide a space in their office for above purpose. HSRP facilitation centres at all RTO & ARTO offices in the State are now functional.
The OEMs were instructed to organise camps and temporary fitment centre at 88 locations and at other places of the State i.e. important Government and private establishments where the dealers network of all OEMs are not available. The OEMs through their authorised vendors have opened camp fitment centre and temporary fitment centre at all these 88 locations and have also started fitment of HSRP at these locations. In addition to this fitment facility at some RTO offices were also provided by some OEMs.
Instruction was issued to all RTOs with detailed procedure for fitment of HSRP on old vehicles registered prior to 01.04.2019 whose manufacturers have closed down their dealer network in the State. Instruction was also issued for random inspection of HSRP for quality check on fitment and standards through a squad consisting of Deputy Commissioner Transport, North Zone and South Zone.
As of now about 29 lakh old vehicle owners have already booked for affixation of HSRP on their vehicles out of which grievances were received from about 200 vehicle owners which were resolved promptly by STA and the Call Centres of OEM authorized vendors.
With regards to replacement of HSRP in case of damage, all the auto mobile manufacturers and authorized HSRP vendors of OEMs have been intimated with Standard Operating Procedure for issue of duplicate or damaged HSRP which is available online for the benefit of vehicle owners.
The High Court of Orissa has taken cognizance of the initiatives taken by the State Transport Authority.
