Bhubaneswar: In compliance to the directions of Chief Minister Naveen Patnaik for making all G2C services online before 2nd October, more than 80% of such services in major departments have been made ready for online rollout.
This was known from a high level review meeting taken by Chief Secretary Asit Tripathy on digital mode from Lokseva Bhawan today.
Taking a department wise review of the progress, Tripathy directed the departments to integrate their online system with common frontend odishaone.gov.in portal to make it easy for the people. It was decided that this common portal would have the features like online appeal and online revision. The citizens can lodge online appeal if they did not get the service asked for within the specified time period as per Odisha Right to Public Services Act.
Outlining the utilities of this common portal Secretary IT Manoj Mishra said, “It is an integrated service delivery framework both through self and common service center (CSCs) mode. It has been designed in such a way that various departmental applications can utilize this framework irrespective of their level of automation”.
Citizens would access to online services of various departments through this single portal.
Further Tripathy directed to link the system with State Dash Board through ‘application programme interface’ (API) for monitoring of the actual service delivery at higher levels as per Mosarkar principles. Chief Secretary emphatically told that the departments should ensure that people do not run to Government offices to get the services that they are entitled for as per public service act.
It was decided in the meeting that the online service delivery system would also be integrated with Business Reform Action Plan both at the State and district level for online delivery of G2B services for improving the business climate in the State.
In the meanwhile, the progress of the work in 21 departments like Forest & Environment, Micro Small & Medium Enterprise, Steel & Mines, SC & ST Development, Industries, Revenue & Disaster Management, Handloom Textiles, and Handicraft, Agriculture & Farmers Empowerment, Commerce & Transport, Energy, Food Supplies & Consumer Welfare, Cooperation, Fisheries & animal Resources Development, Science & Technology, Health & Family Welfare, Rural Development, Panchayati Raj & Drinking Water, Finance, Labour & ESI, Excise, Odia Language , Literature & Culture were reviewed by Chief Secretary over three different sessions. Discussions in the meeting showed that around 223 G2C services have been prioritized under 5T framework for online delivery. So far more than eighty percent of such services have been customized and made ready for online rollout. A subcommittee was formed under the Chairmanship of Development Commissioner Suresh Chandra Mohapatra to sort out the issues relating to the interface application among the software systems of various departments. Chief Secretary Tripathy directed all departments to develop mobile apps for the online services and make those available through mobile phones.
