Odisha Excise Dept Goes Digital Way, Lays Stress on e-Abkari

Bhubaneswar:  Odisha Excise Department is tapping latest digital technology for seamless online communication among its officials as well as various stakeholders across the State.

The department has undergone a strategic administrative reform initiative in line with modern technology to carryout out several activities through e-Abkari.

As per media reports, Sushil Kumar Lohani, Secretary Excise has reviewed the arrangements with the officials.

e-Abkari is a unique initiative that will enable seamless online communication among all excise officials across the state, all licensees, administrative departments and other stakeholders through workflow based systems hosted in the department’s portal https://www.stateexcise.odisha.gov.in.
The primary objective of e-Abkari is to generate actionable information for effectively dealing with spurious intoxicants.

The e-Abkari initiative will go a long way in strengthening MIS for control over the movement of intoxicants and also effective revenue collection through greater traceability, transparency and accountability in tax administration, sources said.

Besides, the new system will also effectively tackle tax evasion by ensuring all liquor available in the state is sourced and sold through legal channels will be done.

The key functional blocks of e-Abkari project will for focus on enforcement activities, arresting revenue leakage and revenue reconciliation using Business Intelligence (BI). There will be reconciliation of every drop of spirit imported or manufactured and 360 degree profile of all the licensees and registered brands will find place in e-Abkari.

e-Abkari will also make pendency checker for tracking process pendency at all levels.

Other major functional blocks of the project include extracting process status information or authentication of permits/passes on the field through Bar Codes and QR Codes or through free Pull SMS or Mobile app, GIS tracking of tankers carrying bulk spirit and GPS mapping of all excise establishments enabling effective policy interventions.

Reporting of Enforcement Raids and initiation of Criminal cases and Generation of Permits / Passes for movement of spirit/liquor to licensee premises will be done through e-Abkari.

e-Abkari will have various modules which will be rolled out in a phased manner, sources said.

The Odisha Government has allocated Rs 11 crore in the budget for the e-Abkari  project during the current financial year.
