Odisha Govt Approves Setting up Additional COVID Hospitals in Cuttack, Koraput and Khordha

Bhubaneswar: Further intensifying its fight against COVID-19 pandemic, the Odisha Government today approved the establishment of new set up COVID hospitals and the additional facility of the existing hospitals in the districts of Cuttack, Koraput and Khordha.

In a letter to concerned officials and authorities, Additional Chief Secretary of Health Department, PK Mohapatra informed that after careful consideration of the recommendation of the Technical Committee for the purpose, the Government has been pleased to approve the establishment of new set up of COVID Hospitals and additional facility of the existing COVID Hospitals as detailed below:

A. Establishment of Covid-19 facility in SCB MCH Cuttack.
A.1 Establishment of Dedicated Covid-19 Hospital in Existing Medicine Building
1. The Covid-19 facility shall be setup in the existing New Medicine Block of Department of Medicine Building of SCB MCH Cuttack having 200 General Beds. (186 General Beds and 14 MICU beds)
2. 25 new ICU shall be constructed in addition to the existing 14 ICU. In total 39 ICU shall be made available.
3. Shifting of existing New Medicine Block to Trauma Unit, RSIC Shed and Shed in front of Old Medicine Block:
a. The 2nd floor (20 beds) 3rd floor (50 beds) of the Trauma unit shall be used as Medicine Ward with availability of total 70 beds.
b. The shed in front of Old Medicine Block of Department of Medicine with 25 beds and Shed in front of RSIC (70 beds) shall be used for Medicine Department with availability of total 95 beds.
c. The patients from the Trauma Unit shall be shifted to respective departmental wards.
d. The patients from the destitute ward shall be shifted to Tetanus ward.
e. The 14 numbers of Trauma ICU shall be used as Medicine ICU. The patients of Trauma ICU shall be shifted to the Central ICU after fumigation.
f. M/s. WE CARE will shift the patients of Trauma Care Building to respective wards.

A.2. Establishment of Covid-19 facility (Dedicated Covid-19 Hospital) for Obstetric patients at SCB MC Cuttack:

The Post Partum Building and the 1st floor of the 0 & G Building of SCB Medical College & Hospital shall be converted to Covid-19 ward for obstetric patients with facility of Labor Room and Operation Theatre with availability of 30 General Beds, 10 labor tables, 2 OT tables. Preferably there will be separate entry and exit.

Ancillary management for establishment of Covid Facility at SCB MCH Cuttack.:
1. The store shall supply the equipments as per list prepared in the meeting (copy enclosed).
2. The Executive Engineer, PWD shall renovate the building appropriately for the purpose.
3. Two numbers of police personnel will be deployed to supplement security guards.
4. Twenty one personnel shall be deployed by the agency for cleaning and sanitation of Covid-19 ward.
5. One more vehicle for lifting the Bio-Medical Waste shall be engaged.
6. R & B authorities shall take up the renovation work for Covid-19 ward along with partitioning.
7. The GED will ensure the automation of DG set in Biochemistry Department and 3 numbers of old AC machines will be replaced with new ones.
8. The PHD will install aquaguards (water purifiers) in each floor of Covid -19 ward
9. Good quality diet shall be provided by the Diet supplier.
10. The Dean & Principal and Superintendent shall make necessary arrangement of manpower to work in shifts. The requirement for different Drugs and EIF shall be assessed and will be provided by OSMCL.

B. Establishment of Covid-19 facility (Dedicated Covid-19 Hospital) at SLN MCH Koraput

A portion of the Surgery Ward consisting of 65 General Beds with 5 ICU beds shall be converted to a 70 bedded Dedicated Covid-19 Hospital. The Dean & Principal and Superintendent shall make necessary arrangement of manpower to work in shifts. The requirement for different Drugs and EIF shall be assessed and will be provided by OSMCL.

C. Establishment of Covid-19 facility (Dedicated Covid-19 Hospital) at Capital Hospital Bhubaneswar.

Three to five ICU beds may be functionalized in the cabins for admitting Covid -19 positive patients. The PWD Department shall make necessary renovations for such segregation by partitioning so that the infection does not spread from Covid-19 ICU to the non Covid-19 ICU. The Director, Capital Hospital shall make necessary arrangement of manpower to work in shifts. The requirement for different Drugs and EIF shall be assessed by Director and will be provided by OSMCL. Further the Director Capital Hospital shall explore the nearby infrastructure for setting up of more number of General Beds as well as ICU Beds in view of Covid-19 urgency.

D. Establishment of Additional 25 ICU at Aditya Ashwini Hospital Bhubaneswar,

Type of facility: Dedicated Covid-19 Hospital.

Facilities approved: The Aditya Ashwini Hospital has already been approved for 30 ICU and 21 HDU. The hospital shall convert the 21 HDU to ICUs and shall make 4 additional new ICUs so as to make a total of 55 ICUs. They will be made functional in 7 days time from the date of approval.

  • Fixed Cost for 25 ICUs @ Rs. 5000/- per bed per day
  • Consumables @ Rs. 12,000/- per patient per day;
  • Consumables for ICU when ventilators are used @ Rs. 13000/- per patient per day.

The expenditures for the additional ICUs shall be met from CMRF. The rates shall be applicable from the actual date of functionalisation. It shall come under the supervision of Commissioner, BMC.

E. Establishment of (Dedicated Covid-19 Hospital) DCH at Kanungo Institute of Diabetes Specialities (KIDS), at Dumuduma Bhubaneswar.

Type of facility: Dedicated Covid Hospital.

Facilities approved: General Beds — 66, Maternity Beds — 4, NICU — 6, ICU 34(Ventilator 10) , Operation Theatre -1, Labor Room -1.

  1. Fixed cost for 66 General Beds and 4 maternity beds @ Rs. 3000/- per bed per day;
  2. Fixed Cost for 34 ICUs @ Rs. 5000/- per bed per day
  3. Fixed Cost for 6 NICUs @ Rs. 4500/- per bed per day
  4. Fixed cost for Operation Theatre @ Rs. 15000/- per day
  5. Fixed cost for Labor Room @ Rs. 10000/- per day
  6. Consumables for General Beds @ Rs. 1750/- per patient per day;
  7. Consumables for ICUs and NICU @ Rs. 12,000/- per patient per day;
  8. Consumables for ICU when ventilators are used @ Rs. 13000/- per patient per day.
  9. Consumables for Operation Theatre @ Rs. 13,000/- per patient per day;
  10. Consumables for Labor Room @ Rs. 8000/-per patient per day.

The expenditures for the above facilities may be met from CMRF. The rates shall be applicable from the actual date of functionalisation. It shall come under the supervision of Commissioner, BMC.

F. Establishment of Dedicated Covid-19 Hospital at SUN Hospital, Tulasipur, Cuttack

Type of Facility: Dedicated Covid-19 Hospital.

Facilities approved: General Beds 105, ICU- 30 (Can be extended to 50 ICU), HDU -20 (to be made available subsequently)

  1. Fixed cost for 105 General Beds @ Rs. 3000/- per bed per day;
  2. Fixed Cost for 50 ICUs @ Rs. 5000/- per bed per day
  3. Fixed Cost for 20 HDU (when made available) @ Rs. 3500/- per bed per day
  4. Consumables for General Beds @ Rs. 17501- per patient per day;
  5. Consumables for ICUs @ Rs. 12,000/- per patient per day;
  6. Consumables for ICU when ventilators are used @ Rs. 13000/- per patient per day.
  7. Consumables for HDU @ Rs. 10000/- per patient per day.

The expenditures for the above facilities shall be met from CMRF. The rates shall be applicable from the actual date of functionalisation. It shall come under the supervision of Commissioner, CMC.

G. Establishment of DCH at Srusti Hospital, Ring Road, Kathagola Sahi, Cuttack.

Type of facility: Dedicated Covid-19 Hospital.

Facilities approved: General Beds — 60, ICU – 15 (Can be extended to 50 ICU) & Dialysis -2

  1. Fixed cost for 60 General Beds @ Rs. 3000/- per bed per day;
  2. Fixed Cost for 50 ICUs @ Rs. 5000/- per bed per day
  3. Fixed cost for dialysis @ 2500/- per day
  4. Consumables for General Beds @ Rs. 1750/- per patient per day;
  5. Consumables for ICUs @ Rs. 12,000/- per patient per day;
  6. Consumables for ICU when ventilators are used @ Rs. 13000/- per patient per day.
  7. Consumables for dialysis @ Rs. 1500/- per patient per day;

The expenditures for the above facilities shall be met from CMRF. The rates shall be applicable from the actual date of functionalisation. It shall come under supervision of the Commissioner, CMC.

All the Covid-19 Hospitals shall deploy adequate manpower and provide the required facilities as per norm for proper functioning of the ICU/HDU/OT/Labor Room/Dialysis etc.
