Odisha Works Department Issues Interim Guidelines for Transfer of Engineers

Bhubaneswar: The Odisha Government has come up with a set up interim guidelines for the transfers of the engineers of Odisha Engineering Service (OES) and Odisha Diploma Engineers’ Service (ODES) cadres.

The Works Department has taken up steps for the formulation of Policy Guidelines for ensuring rule-based transfer and posting of Engineers working under the department as part of the 5T initiative.

The policy will aim to bring transparency in such matters so as to improve the efficiency and effectiveness of the Engineers working under the Department.

Formulation of detailed guidelines is under process and to guide the process in the interim, the following principles will be followed henceforth, for effecting transfer and posting of OES & ODES Cadre Officials,” the department said in a notification.

Transfers shall be on two grounds i.e. either on Administrative Grounds or on Personal Grounds. Transfer on Administrative Grounds shall include transfers carried out to rationalize requirement of personnel in various Field Establishments. Personal Grounds shall be either on health grounds or on any other personal ground, the notification stated.

Engineers should ordinarily be transferred after completion of tenure of three years in a particular station/post. But, no official shall be allowed to continue in a particular post/place for more than five years, it said.

No Engineer of Odisha Engineering Service will be allowed to work in a particular Revenue District for more than ten years. This stipulation for Odisha Diploma Engineer& Service Cadre will be fifteen years.

The OES Cadre Engineers shall not be posted in their home Districts and ODES Cadre Engineers shall not be posted in their home Sub-Divisions.

Engineers having less than two years of service before their superannuation shaN not be transferred except on administrative grounds or in medical cases. However, the above guidelines can be relaxed in the interest/exigencies of public service and on the medical grounds of his/her spouse and dependent family member(s).

Those Officials who have served ten years on deputation, including in different organisations cumulatively, will be reverted to Department, the notification added.

The Engineering Establishment Committees (EECs) will be constituted to examine the necessity for transfer and to implement above guidelines. The EECs will recommend transfer and posting as required, for the approval by the Competent Authority.

The interim guidelines shall come into force immediately and remain in force till the detailed guidelines are finalised, the notification added.
