SCB Transformation: CM Approves Comprehensive Rehabilitation, Resettlement Package for Affected People

Bhubaneswar: Odisha Chief Minister Naveen Patnaik on Saturday approved a comprehensive rehabilitation and resettlement package for the affected people in view of the proposed renovation works at Srirama Chandra Bhanja Medical College and Hospital (SCB) in Cuttack.

The acquisition of land for the project will begin soon. Around 25 acres of land shall be acquired in the first phase. The process shall end by 28th of February 2020. The construction work is scheduled to begin by March 1.
The Chief Minister approved the comprehensive relief and rehabilitation package for the affected people by the development project.

For the acquisition of lands in the residential areas, the compensation package will be provided as per Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

The package covers the persons and institutions affected by the project.

The government will provide relocation assistance of Rs 1 lakh per family for taking care of expenses related to transportation and immediate arrangements.

As per a release issued by the CMO, each affected family will be given Rs 50,000 and will be allowed to construct their own houses on their expenses for a temporary period at the land belonging to the Cuttack Municipality Corporation (CMC) and district administration.

The families will have to vacate the houses after being rehabilitated under housing project carried out by the State Government.

The displaced families sheltered at temporary houses will be provided foods for the maximum period of eight days.

The CMC will make all arrangements for transport of articles of people for their relocation.

A financial assistance of Rs 1 lakh will be given to vendors and fish sellers registered under CMC for their relocation apart from making system to refund their security deposits.

The authorities will also arrange places to the street vendors in CMC vending zone on priority basis.

The government will compensate the people, who have built shops at their own land, under the Land Acquisition Act.

The civic body authorities will bear transport expenses of the affected shopkeepers by paying them Rs 1 lakh in two phases.

For unauthorized shops, the government will pay Rs 30,000 to the affected vendors and the street vendors will receive Rs 20,000 each for relocation.

A financial assistance of Rs 1 lakh will be given for relocation of religious establishments and clubs and Rs 20,000 each for cow shelters.

However, decision will be taken by a panel formed by the RDC as per the market price for providing rented accommodation facility for any establishment.

The government employees, who will vacate the quarters, will receive monetary assistance for house rent for a period of one year till they are allotted new accommodation in the city, the release said.

The Group D employees will be provided Rs 5,000 towards house rent, Rs 7,500 will be paid to Class III employees, Rs 10,000 for Class II employees and Rs 12,500 for Class I employees.

Notably, the process for the expansion of SCB Medical College and Hospital has been accelerated following the visit of Chief Minister Naveen Patnaik and 5-T Secretary VK Pandian to the premier state-run hospital.
