Bhubaneswar: By August 15, 2020 the citizens will have the freedom not to visit government offices for any services, Odisha Chief Minister Naveen Patnaik told the Assembly today.

In reply to Motion of Thanks to the Governor’s Speech, the Chief Minister said, “My government is determined to measure up to that expectation and work hard for the complete transformation of the State by implementing the “5T Mantra”.

“Through 5T initiatives we want to break the silos; build leadership qualities, ensure Transparency, promote Team Spirit, use Technology as a tool to solve the problems, make things seamless for people and adhere to Timelines thus leading to Transformation”, he said.

The CM said, “By August 15th 2020 our citizens will have the freedom not to visit Government offices for any services. They will have the option of online services OR professionally run common service centre OR door delivery”.

April 1st is the Dateline for shifting of all wage payments through banks for All line departments. IFMS in all Government transactions across Departments by April 1st, the CM told the Assembly.

Mo Sarkar in all Departments by March 5th 2020, he added.

In addition to that every Department has been given transformational targets, he said.

Naveen said, “A Government wins the trust of people by doing good work. A Government repeatedly enjoys the trust of people by sustained good work”.

“We have now reached a certain stage in development and governance from where we should take a leap to the next level”, the CM stated.

He said, “People are aspirational and that should motivate us to provide effective governance. In this backdrop the State Government is going to focus on employment and value addition on a big scale comparable to the best in the world”.

“People centric governance is the essence of a true democracy. The continuous trust of the people of Odisha is the ultimate energy that guides the policies of my government. There was a time Odisha was identified with acute poverty and calamities”, Naveen said.

“Today, we are known for highest reduction of poverty in the Country and setting global benchmarks in disaster management”, he said.

“Our resolve to carve out a New Odisha- Empowered Odisha is firm”, the CM asserted.

“During the last 20 years of our governance we promised what we could deliver and delivered what we promised. We are the only State which has doubled farmers income. We have brought more than 8 million people out of poverty in the last decade”.

“This could not have been possible without bringing in significant improvements in the household income of the farmers of the State”, Naveen said.

Giving the example of KALIA scheme, he said it is a unique scheme tailor-made to the needs of our farmers and now is a model for the nation.

Through KALIA scheme we support about 50 lakh small and marginal farm families and about 25 lakh landless agriculture households, he added.

He further said, “We have the finest example of Near Universal Health Care in Biju Swasthya Kalyan Yojana, providing free healthcare services to all citizens irrespective of their income, or status in all Government medical facilities”.

He said, “I am sure this August House will be happy to note that our Odisha model of achieving sharpest decline in Malaria in the state is acknowledged globally by World Health Organization”.

“Empowerment of women is very close to my heart. It is the surest way to ensure socio-economic development of the households, “Mission Shakti”, our Women Self Help Group movement today is spread in every corner of the State. More than 40 lakh mothers have been assisted under MAMATA”, he said.

Odisha is now considered as a Nutrition Champion State, he said.

He further said that the State Government is working tirelessly to ensure sustainable, inclusive and livable cities for the urban people.

He said, “Our attempt is to provide Pipe Water Supply to each and every urban household for which an ambitious initiative “24 X 7 Drink from Tap”, assured quality supply has been planned and being put in place”.

“Through Jaga Mission we have granted Land Rights to more than fifty seven thousand families on in-situ basis in all the 109 Municipalities and NACs. Jaga Mission has got Global recognition in the “World Habitat Awards-2019”.

“Our commitment to walk the extra mile to empower our people is the touchstone for our Governance. We own up and celebrate our diversity”.

“Our intervention in providing education to more than 5 lakh ST and SC students with hostel facility is unprecedented in scale”, he said.

Odisha is the leading State in the country in implementing the Forest Rights Act, he added.

“We are aware that the GenNext citizens of Odisha are aspirational. They want their State to emerge as a leader with confidence”, the CM said.
