Bhubaneswar: The 5-T initiative of the Odisha Government has strengthened the governance in the State, said Governor Prof Ganeshi Lal in his address to the Assembly on the commencement of Budget Session of the House.
The State Government believes in people’s participation in administration and in this direction the programs like ‘5Ts’ and ‘Mo Sarkar’ are important enterprises, the Governor said.
“Abiding by the suggestions received from the people and working ceaselessly towards providing totally citizen-centric governance is now ‘Mo Sarkar ‘initiative of my Government, which is driven by the force of 5 touchstones: Technology, Transparency, Teamwork, Time and Transformation that have now become the moving spirit of governance,” he said.
The Governor said, “Real transformation cannot take place without greater participation of people in the process of governance. My government’s new initiatives like ‘5T’ and ‘Mo Sarkar’ are formulated and vigorously being implemented keeping this in mind”.
He further said that the aim of his government is to transform Odisha into an inclusive State, sustain with efforts to achieve higher growth, and expand the vision of ‘people first’ by realizing their dreams, fulfilling their aspirations and contributing meaningfully towards their prosperity.
In his address, the Governor highlighted various achievements of the State Government and appreciated it for implementing the public welfare schemes in most transparent manner.
He said, ‘The Odisha Government has been relentlessly trying to take the State to the pinnacles of development and with this purpose has taken up a people-centric approach in designing every program since the year 2000.
The Debt-GSDP ratio has been brought down from 50.7% in 2002-03 to 16.8% in 2018-19. The interest payment to revenue receipt ratio has been brought down from 40.2% in 2001-02 to 5.8% in 2018-19, he said.
“My Government is committed to increase investment in priority sector within prudent fiscal norms and at the same time, it is capable of increasing capital investment to about 5% of GSDP”, he said.
“Similarly, by expanding the ‘Millet Mission’ to 72 blocks of the state from 55 in the initial stage the government has profited tribal people largely,” he added.
In the year my government has set a target to irrigate 1.84 lakh hectare farmlands in the State. In addition, it has decided to introduce underground pipeline system for irrigation which would replace the traditional canal system for efficacy, said the Governor.
Apart from farmers, the government has remained watchful for the development of the members of low-income group and introduced the ‘KALIA’ scheme for this purpose. A goal has been fixed to include 50 lakh small and 25 lakh landless farmers’ families under this scheme in the coming days, added the Governor.
